Progress at last. We have moved from the 2nd tier under 19 competition to the top tier. Last year we were last in this top tier hence our dropping to the 2nd tier. I don't know if the format of this competition makes sense as in does it truly test and give us the best contestant to go to the Junior World Rugby Championship.
